Research England (RE) is a partner organisation within UK Research and Innovation (UKRI). UKRI is a new entity that brings together nine partners to create an independent organisation with a strong voice for research and innovation, and a vision to ensure the UK maintains its world-leading position in research and innovation.

We oversee UKRI’s England-only functions. This includes providing over £2 billion in funding to universities for research and knowledge exchange; developing and implementing the Research Excellence Framework; overseeing the sustainability of the university research base in England; managing the £900 million UK Research Partnership Investment Fund; and administering the Higher Education Innovation Fund (HEIF).

 

About the role

We are recruiting a Senior Policy Adviser to join our new Insight and Engagement team.

Working closely with the Associate Director for Insight and Engagement, you will deal with a range of complex and fast-paced agendas, and your intelligence-gathering and horizon-scanning will enable the Insight and Engagement team and wider organisation to be well-informed and effective.

Responsibilities will include:

International management

  • manage RE’s partnership with Universities UK International (UUKi), ensuring that UUKi delivers clear outcomes and that our policies are informed by current and relevant information
  • host international visiting parties to RE, working with internal and external colleagues and stakeholders
  • gather and share intelligence and insight into the broader international higher education and research system and to advise colleagues on international perspectives relevant to their work.

Policy work

  • lead on policy projects on institutional engagement, including evaluating the effectiveness of the engagement function, identifying and planning the ongoing engagement priorities, and producing thematic reports
  • lead on RE’s input to responses to public consultations and inquiries
  • gather and share intelligence gathered through networking and horizon scanning,
  • lead and manage sensitive, time-bound policy projects for the Associate Director for Insight and Engagement and other Executive Group members.

Stakeholder relationships

  • manage and coordinate RE’s interactions with key external stakeholders
  • manage and coordinate RE’s day-to-day interactions with internal stakeholders, including the UKRI Strategy Business Partner team.

About you

You will have experience in managing external relationships, including where there is a funding commitment.

You will also have experience of writing policy documents, briefings and reports.

You will also have experience of leading and managing projects, including managing multiple projects concurrently and working independently to define and deliver outputs. You will possess strong planning and prioritisation skills.

A strong knowledge of current research and knowledge exchange policy agendas is preferred but is not essential.
