What a year for the Higher Education Reform Directorate. After steering a detailed and contentious piece of legislation through parliament the hard work has only just begun. The implementation of the Bill, including the establishment of a new sector regulator, is a task that is not to be underestimated – a minority administration and a sclerotic parliament unable to agree on basic procedural matters such as pairing for votes and the establishment of a Delegated Legislation Committee makes things even harder.
