Tom is an experienced professional in economic development, economic analysis, regeneration city strategy, urban and regional policy and planning, transport, devolution, and city operations. He is a Director of Arup, the global firm of designers and advisors on cities and infrastructure. He is the leader of the firm’s UK Cities Advisory Practice, and of its Leeds Office which has 400 staff. Tom was Chief Officer Economy and Regeneration of Leeds City Council 2012 to 2018, leading the Council’s economic development, property and regeneration functions.
