Mychailo Wynnyckyj is Ukraine’s Deputy Minister with responsibility for the higher education portfolio. Originally Canadian, with a PhD from the University of Cambridge, UK, Wynnyckyj has lived and worked in Ukraine for over 20 years as a faculty member and administrator at the Kyiv-Mohyla Academy, headed the Secretariat of Ukraine’s National Agency for Higher Education Quality Assurance (2019-2022), and was advisor to three Ministers of Education, responsible for PhD reform. In May 2023 he was appointed Ukraine’s Deputy Minister responsible for higher education.
