The Higher Education Funding Council for England (HEFCE) is responsible for distributing around £4 billion a year for teaching and research in universities and colleges in England.

The Student Opportunity Policy Team is responsible for HEFCE’s policy development and implementation to promote and provide the opportunity of successful participation in higher education to everyone who can benefit from it. This is vital for social mobility and economic competitiveness. The National Collaborative Outreach Programme (NCOP) is a programme which aims to increase the number of young people from disadvantaged background in higher education by 2020. Funding of £30 million is available in 2016-17 (with £60 million available in 2017-18) to support consortia of HE providers, schools, colleges and other organisation to deliver programmes of collaborative outreach in specific local areas where HE participation is low overall and lower than expected given GCSE attainment levels.

Working as part of the Student Opportunity Team team we are seeking a Higher Education Policy Adviser who can come and support us in our work to communicate effectively with the NCOP consortia we will fund. This is a dual-focused role and the post-holder will engage in operational communications including supporting mechanisms to disseminate good practice between consortia. They will also undertake an ‘account management’ role for a number of consortia which will require them to build excellent working relationships and monitor activity and financial information in order that the aims of the programme are met.
